Question query regarding Dearness Pay ....

Dear Seniors and other regular members ,
one more query involving FR35 in my case.
(Sorry for the botheration again even though I know not many on this site have ventured into answering my queries on FR35..)

    the case is like this-
DP(Dearness Pay ) was declared to us w.e.f 1/4/2004 as 50% of the 'basic pay' and went on till CCS(RP)rules '08 came into efect from 1 Jan'06.

In my case I was getting some amount extra vide implementation of FR35 on my basic of substantive post for officiating in a higher post.
Now when I look back it has come to my notice that I was always paid DP calculated on my basic of substantive post & not the basic + FR35 component. which in my opinion is wrong. My reasoning is that by application of FR35( and FR22 etc) the basic of substantive post is "revised " to new figure in consideration of my officiating posting. Thus for all purposes my basic as revised (by application of FRs) is to be considered for calculations towards DP,DA,HRA etc etc.Am I right?

Pls help with your answers and opinions,as I find that (again) I am put to a substantial financial loss by my PDO in this issue too.
