Default increase in travel cost by AI

The recent cicular by Minstry of finance to allow only travel by AI has created a a spot of bother for those in cities not well conected other major cities.
eg. Pune is A class city but on Air india map, it has direct flights only to Delhi.
so how does a officer on official tour travel by air from Pune to Chennai on tour.?
first he flies north to Delhi and then from Delhi towards south to chennai.
    similarly for Bangalore .
if somebody wants to fly from pune to mumbai as per entitlement, he has to go to delhi first and then go to mumbai. ( this can be achived by road in 2 hours by expressway)
This has increased not only travel time but also the cost.
same applies to travel on LTC also.
I hope GOI shal come out with some clarification on this.

In such cases, the nearest Airport which has direct flight to the intended destination can be reached by other modes like rail journey or by road. Air journey is facilitated to reduce the journey hour in general and also keeping in view the work exigencies as well as the Grade of the Officer
who is required to discharge his assigned duties which includes the official tour too. There should not be any problem in commuting upto Mumbai by train for catching the direct flight to the intended destination. Till now
everyone was performing the journey in the available mode and the extended facility can be utilised wherever possible and permissible in the official interest.

Sundar is quite correct. One should use his own preduence also to interprete rules, circulars.
