    Unhappy Will there be any benefit for the promotions after 01/01/2006 in the merged scales ?

    Dear friends,
    After mergring of scales in the VI pay commission, those who have been promoted after 01/01/2006 are the worst affected. They have not been given pay fixation. But those who were not promoted, get financial benefit by the way of MACP scheme.

    In Railways, 5000 and 5500 & 6500 and 7450 scales have been merged.
    Those who have been promoted from 5000 scale to 5500 scale after 01/01/2006, NO BENEFIT. Their pay was fixed as though they were not promoted. But after the MACP scheme, those in the 5000 scale who have put in more than 10 years service in the same grade, they will be given 3% pay as increment and also to the 4600 grade pay.

    For those who have stained hard to clear the exams (selection to the 5500 scale) with less than 10 years service, there is no MACP also.

    Will there be any benefit for those who have been promoted in the merged scales after 01/01/2006 ?

    Dear Mr. Anthony,

    Para 5 of MACPS dated 19.05.2009 is as under:
    Promotions earned/upgradations granted under the ACP Scheme in the past to those grades which now carry the same grade pay due to merger of pay scales/upgradations of posts recommended by the Sixth Pay Commission shall be ignored for the purpose of granting upgradations under Modified ACPS”.

    Since the scheme came into effect from 01.09.2008, the term ‘in the past’ would span up to 31.08.2008. Accordingly, all promotions earned from 5000 to 5500 scale on or before 31.08.2008 will have to be ignored and the MACP upgradation granted w.e.f. 01.09.2008 as per para 5 of MACPS.

    The illustration under para 5.1 creates an illusion that the above provision is applicable only to those promotions/upgradations granted prior to 01.01.2006. Besides, Para 8 of MACPS is also ambiguous in the current scenario of both erstwhile 5000 and 5500 posts of promotional hierarchy carrying the same grade pay of 4200 still exist. According to para 8, the promotion earned from 5000 to 5500 promotional post shall be counted. This ambiguity will last till the promotional posts carrying the same grade pay are merged as per recommendations of SCPC by the concerned departments or till DoP&T issues necessary clarifications to this effect. Once the individual departments take appropriate action to merge and amalgamate all such posts carrying same grade pay in the promotional hierarchy, the current problem expressed by you will cease to exist.

    With reference to the above it may clarify whether those who got ACP between 1-1-2006 and 31-8-09 in the merged scale i.e. 5000-8000 and 5500-9000 are entitled to get the grade pay of Rs.4600 w.e from their date of financial upgradation or only w.e.f from 1-9-2009 i.e the date of implementation of MACP.

    Dear Friend,

    ACP upgradation can be granted only upto the period of 31.08.2008 in the hierarchy of promotional post. With effect from 01.09.2008 MACP upgradation can only be granted which will be to the next Grade pay in the hierarchy of grade pay. The discussions in the above posts relate to grant of ACP upgradation between 01.01.2006 and 31.08.2008

    Will the promotion earned in the merged grades earn increment in case of Ministerial staff ? It seems, loco pilots, MCM to JE, Matrons promoted in the merged grades would get an increment for assuming higher responsibilities.
