    Default Leave Encashment during LTC

When the Spouse is employed in Indian Railways/Airlines the Government Employee is not entitled to LTC. Then how will the Government Employee encash the Earned leave to be claimed with LTC. Senior members may advise

Leave encashment is admissible only when you are eligible for LTC. So, question of encashment of EL does not arise in your case.

In your case, You have to avail any kind of leave (as per latest orders, without linkage to the nature and quantity of leave availed) and perform the journey on the Pass issued by the Administration of your Spouse (ie. Airlines/Railways). You should also apply in advance for the leave and declare the place of visit as in the case of LTC. A copy of the valid travel document to the declared place of visit is a sufficient document to support your claim for LTC encashment. Only condition is that there should be a gap of atleast two years between two encashments. This condition has also been mentioned in the original order.

Both Husband and wife are entitle for encashment of leave of maximum 60 days as per 6th pay commission recomendation. But ,this is not clear, how to do it.

    Dear Shri Biplab
where is the problem. Both Husband and wife can encashed their EL at the time of availing LTC(by any one). If both are in different deptt., they have to apply separately to their controling authorities mentioning that who between two is availing LTC.

    Respected Members,
Railway employees can avail encashment of 10 days LAP(EL) while availing permanent passes/PTOs as per Railway Board letter No.F(E)-III/2008/LE-1/1 dated:11-6-2009, please see indian railways website. There should be similar provisions for Airlines personnel, if it is covered by Central Government rules and regulations, as these are statutory provisions.
