    Thumbs down Election Duty - Heirarchy in service.

    DCs/Election Officers requisition the services of govt and other serving people for election work as provided under law after collecting the details of employees, viz., group/class of the official, basic/grade pay etc. for assigning the duties like: Presiding Officers(PRO), APROs, Polling officers for manning and conducting the elections thro' polling booths. Apart from this, appointment of micro-observers and sectoral officers (supervising about 10 to 20 PROs is also made.

    It is observed in Bangalore, the senior officers are made to function under junior officers, extremely junior level officers are appointed as micro-observers for polling stations manned by senior officers as PROs. This resulted in lot of heart burns.

    As proper care was not taken in appointing the sectoral officers, who had surveyed the area for setting up of polling stations, some of the polling booths were in pathetic condition so much so, there was no space for polling agents within the polling booths.

    Does the election rules are so made that the normal heirarchy has no value? Will somebody who has knowledge of the election rules throw some light about the correctness of such actions of overlooking the heirarchy?
