As per my view, a govt. servant appointed/ tansferred to a lower post/ scale at his own request under 15(a) the pay of a govt. servant holding a post on regular basis will be fixed at a stage equal to the pay drawn by him in the higher grade. If no such stage is available, the pay will be fixed at the stage next below the pay drawn by him in the higher post and difference may be granted as personal pay to be absorbed in future increments.

    Am i right sir ??

In principle yes. But we may have to await for fresh orders on the subject consequent to implementation of Pay Matrix of 7CPC.

If your basic pay in Level 7 is Rs. 50,500 then your basic pay in Level 5 on transfer (on own request) would be Rs. 49,600. You would also be entitled to personal pay of Rs. 900/- to be absorbed in future increment.
