    Default placing Group D employees in PB 1

    As per 6 CPC those Group D employees who do not possess minimum prescribed qualifications are to be trained and to be placed in PB 1 with GP 1800.

    1. Is there any department where the above process completed?

    2. Is there any department who have recruited Group D employees or called for recruitment after acceptane of 6 CPC? - this is just to know whether Govt. is having any idea of recruiting Group D employees.

    Dear Sir,

    1. Imparting training followed by placement in the PB 1 scale has to be followed by a department having Group D employees on acceptance of the 6th CPC recommendations. While placing, a doubt may arise. The S-1, S-2A, and S-3 scales are to be merged into PB-1 with GP Rs.1800 from 1.1.2006 after such training. Even in respect of Group D employees possessing requisite qualification, they have to be placed straightaway without any need for training. But, after 1.1.2006, if an employee acquired promotion from one particular scale, viz. S-1 to S-2A, whether that promotion pay fixation shall have effect after placing in the PB 1 with GP Rs.1800. Because, the existing designations remain same.

    2. The classification in the revised structure is yet to be decided by the Govt. Since outsourcing is followed nowadays, there may not be any recruitment activity in the lowermost grade.

    Dear Sir,

    The OM of Ministry of Finance F.No 1/1/2008-IC dated 24.12.2008 mentions that all existing Group ‘D’ employees are required to be upgraded to the pre-revised Group ‘C’ scale of Rs.2750-4400 corresponding to the grade pay of 1900 in PB-1(Rs.5200-20200) in the manner prescribed in the CCS (RP) Rules, 2008.

    Should the grade pay be 1900 as per clarification of Implementation Cell or 1800 as per CCS (RP) Rules?

    Dear Shri Naukar
    Some departments have formulated scheme for training of their Group D employees who are not qualified for upgradation to Group C status. Others will follow soon. All Group D employees exisitng as on 1/1/06 are to be given PB-1 either directly or after training.
    As regards recruitment of Group D, it is to mention that in the 6th CPC report, it was clearly recommended to abolish Group D posts and therefore the above procedure was suggested. However Govt has not clearly accepted the recommendation regarding Group D posts abolition. This is however a fact that group D recruitment has been stopped except in cases of compassionate appointment.

    Dear Sir,

    I have seen the OM but I am of the view that there must be a typographical error - instead of Rs.1800, the grade pay of Rs.1900 has been incorporated. Because, Rs.1900 GP is meant for pre-revised scale of 3050-
    However, a clarification can be sought for from the Implementation Cell in this regard. Pending clarification the gp Rs.1800 as per CCS(RP) Rules has to be followed, according to me.

    Default Promotion of Gr.D employees after placing in PB 1

    Dear Sirs,

    I have my own doubt. Reg. promotion from Group-D to Group C.
    If a Group D person who has been placed in PB-1 with GP Rs.1800 from 1.1.2006 subsequently got promoted to lowest rung of Gr.C cadre, viz. 2750-4400 whose GP also Rs.1800, let us assume from 1.7.2007, whether
    the individual is entitled for fixation of pay on promotion by a notional increment @ 3%.

    There are similar case of promotion from highest scale in Group-C 5000-150-8000 (PB 1 with GP Rs.4200) to the lowest rung of Gr.B cadre (5500-9000) which also belongs to same PB and GP, and in such cases,
    the fixation benefits have been given.

    The clarification given in the 2nd Page of the aforesaid OM dt. 24.12.2008 in respect of promotion from GroupD to GroupC do not allow any fixation benefits out of such promotion after 1.1.2006, ie. after placing in PB 1 with GP Rs.1800.

    Dear Sri. Sundarar,

    The clarification in the second page of the relevant OM, relates only to those Group ‘D’ employees who were promoted/granted ACP before 01.01.2006. They will all be placed together in Group ‘C’ with the Grade pay of Rs. 1800 as on 01.01.2006. In cases of promotion, on a date later than 01.01.2006, the fixation benefit will have to be allowed even if the promoted post is attached with the same Grade pay of Rs. 1800.
