    Sir

    Mr. X entered in the pay scale of pre revised pay Rs.950/- as Driver in fire department on 1994. Mr.C entered in the pay scale of pre revised pay Rs.775 as fireman on 1993. The pay of the above grades are merged . The RR revised with one and same post with same grade.
    Order F.No.20020/4/2010-Estt dated 13-9-2012 para 2.II where posts having different pay scales prior to 6th CPC recommendation and now after merger have come to lie in the same Pay Band with same Grade Pay, the inter-se seniority of all the employees will be fully maintained with employee in a higher pre revised pay scale being placed higher vis a vis an emplyee in a lower pay scale. Within the same pre-revised pay scale, seniority which existed prior to revision would continue.

    Based on the above, Mr C who entered later than Mr.x demanded that he would come 1st in seniority as per in the instruction in above para. In this regard kindly clarify

    Demand of Mr.X appears correct.

    Employees in higher PAY SCALE are placed en-bloc senior to employees in lower PAY SCALE in the "revised and merged" PAY SCALE, IRRESPECTIVE of higher PAY drawn by someone in lower PAY SCALE.
