    Default Pay Fixation Stenographer Grade-I

    1. One individual initially joined as LDC in 1992 and thereafter appointed as Steno Grade-III in 2000 in the same office in the pay scale of Rs 4000-6000 and pay fixed in the minimum of pay scale i.e. Rs 4000/-.

    2. 1st MACP was granted to him in 2010 after completion of 10 years in the Steno Grade-III in PB-1 Rs 5200-20200 with Grade Pay of Rs 2800/- with the financial benefit of one increment.

    3. Posts of Steno Grade-II and Grade-III have been merged as Steno Grade-I and Steno Grade-II in 2013.

    4. Now the individual has been promoted as Steno Grade-I in PB-2 Rs 9300-34800 with Grade Pay of Rs 4200/- in May 2016.

    5. Clarification is required whether:-

    (a) Whether 1st MACP granted to the individual in 2010 is correct as the
    individual has served with 10 years service in Steno grade but total service of
    the individual at that time was 18 years.

    (b) Since the individual has already been granted benefit of one increment at
    the time 1st MACP , he is now entitled benefit of one increment at the time of
    regular to Steno Grade-I or only difference of Grade Pay from Rs 2800/- to
    Rs 4200/-
    is admissible.

    Please indicate the hierarchy of posts and GP before and post merger.

    Also indicate the fixation, if any, granted in 2013 on account of merger of Gr.I and Gr.II.

    Also state whether appointment as Steno Gr.III in 2000 was through Direct Recruitment basis or promotion.

    Sir,

    Details are as under:-

    (a) Date of initial appt - 02 Apr 1992 as LDC
    (b) Date of appt as Steno Grade-III wef 23 Nov 2000 under direct recruitment
    in the same office and in the pay scale of Rs 4000-100-6000 (Pay Fixed
    Rs 4000/-)
    (c) Steno Grade-III merged as Steno Grade-II wef 19 May 2013 in PB-1
    Rs 5200-20200 with same Grade Pay of Rs 2400/- (No Pay Fixation)
    (d) 1st MACP granted in PB-1 Rs 5200-20200 with Grade Pay of Rs 2800/- with
    the financial benefit of one increment wef 23 Nov 2010.
    (e) Regular promotion as Steno Grade-I wef 30 May 2016 in PB-2 Rs 9300-
    34800 with Grade Pay of Rs 4200/-.

    Grade Pay hierarchy in MACP Rs 2800/- (1st MACP, 2nd MACP Rs 4200/- 3rd
    MACP 4600/-)

    Grade Pay in Regular Promotion:- Rs 2400/- (initial), 1st promotion as Steno
    Grade-I Rs 4200/- and thereafter Administrative Offr (Civ) Rs 4600/-

    Kindly advise.

    Only difference in Grade Pay would be admissible on promotion as Steno Gr. I (GP 4200)
