    Default Additional increment as on 1/1/2006 for those stagnating at the maximum

    The CCS (Revised Pay) Rules, 2008 say under first proviso to Rule 10 those employees who had been drawing pay in the 5th CPC scales for more than a year were to be granted an additional increment on 1/1/2006. But a wrong clarification vide OM No. 1/1/2008-IC dated 29/1/2009 issued by Ministry of Finance, GOI denied this benefit to those who were granted an increment (whether normal annual increment or stagnation increment) after January, 2005 till 1/1/2006.

    Now, the wisdom has finally prevailed and GOI, Ministry of Finance, Department of Expenditure has issued another clarification No. F-10/2/2011-E.III (A) dated 4/7/2014 rectifying their earlier mistake which says that the increment on 1st January, 2006 under first proviso to Rule 10 shall also be allowed to those employees also who had reached the maximum of their pre-revised scale more than one year before 1.1.2006 and were in receipt of stagnation increment(s).

    The question is most of such employees might have retired by now and will never come to know of this OM. It is therefore, requested that this OM should be given wide publicity for their benefit.
