Default Regarding ltc to portblair by non-entitled officer directly by air

As per DOPT circular, non-entitled officers can avail LTC to Port Blair by train from headquarter to Chennai/Bhubaneshwar/Kolkata and thereafter by air(Air India LTC-80) from Chennai/Bhubaneshwar to Port Blair. If a non-entitled officer travel by Air India from his headquarter i.e. Delhi directly to Portblair, can the claim be restricted by rail from Delhi to Chennai/Bhubaneshwar/Kolkata and then by Air India LTC-80 fare from Chennai/Bhubaneshwar/Kolkata to Portblair and if so, on what basis.

Also, please clarify whether it is permissible in case of non-entitled officer to travel directly from headquarter to Port Blair?

As per OM dated 24/06/2006 (http://ccis.nic.in/WriteReadData/Cir...e_Airlines.pdf), non-entitled officers can avail air route for the places connected by rail but the fare will be restricted to Rajdhani/Shatabi express fare as per OM dated 21/05/2007 (http://ccis.nic.in/WriteReadData/Cir...6_Estt.(A).pdf). But, there was no such order validate your query of availing direct air route from Delhi to Portblair. Senior Member may enlighten the issue. However you can contact Estt(A) Section of DOPT through Tel. No. 23092313 to clear doubts.

Getting clarification on telephone from Estt(A) Section is very risky as there is lot of confusion on the Desk. It would be better to get the required information through an application under RTI Act.

OK, Sir. But, in RTI, the person could not get the clarification, only information was provided. Thats why I am asking to ring them up. Anyway, Information is required in whatever form it may be.
