    Default Pay fixation for posting to higher post on looking after basis

    This is a case where an officer has been given charge of higher post on "looking after basis" specifically stating "without any additional remuneration".
    However this arrangement has been going on a continuous basis for 1 year, which implies it cannot be called as a temporary arrangement.
    (1) Can the officer claim any financial benefits of the higher post for this arrangement? If yes what can he claim- only GP of higher post or minimum pay of the higher post?
    (2) If the benefits is refused to him, then is he within his rights to refuse such a higher post charge? or his refusal will be seen as unwillingness to carry out administrative orders?

    From the expressions 'looking after basis' and 'without any additional remuneration' it is clear that the officer had not been entrusted with the responsibilities of the higher post. The solution to this problem would have to be searched keeping this in view.

    (I am replying as "eurit" since my userid as DoToff is being rejected by gconnect)
    The order in this case specifies that the officer will take all the administrative, financial, vigilance decisions applicable for this higher post which implies the organization wants him to discharge duties and responsibilities of the higher post in all ways. But by terming it as a "look after basis" the organization wants to
    (1) ensure that organization is not under any financial obligation in this case.
    (2) to show it as a temporary arrangement
    (3) to show it as a local arrangement, thereby seeking relaxation to get any approvals of the cadre controlling authority.
    (4)to show it as a temporary and local arrangement so that officer can be at any time reverted at the whims and fancies of the top bosses or citing any reason.

    In all ways this arrangement is beneficial to the organization and the people who are responsible for the organization, but the officer who is made to bear the extra workload of the higher post is clearly a loser as this arrangement in no way gives him any financial benefits.
    I am also likely to be put in the same situation very soon , hence the query
