    Default Pay fixation in the ex-cadre post when an employee is permanently absorbed.

    A Trained Graduate Teacher (TGT) of the Department of Education was appointed as Lecturer (Ex-cadre) in the same Department in the Pay Band plus Grade Pay (PB-2) 9300-34800 + 4800 on deputation basis on 19-11-2008. After one year of deputation he was permanently absorbed in the ex-cadre post of Lecturer from 26-11-2009. The officer has chosen his parent grade plus 10%Deputation (Duty) Allowance. During the time of permanent absorption in the ex-cadre post he was drawing pay Rs. 16750 in PB-2 + GP 4800 + 10% Deputation (Duty) Allowance Rs. 2071.00. Total Rs. 22781.00. (TGT Senior Scale which was benefited to him by virtue of his seniority in the cadre i.e PB-2 GP 4800). At this point of time he was not given any pay fixation benefit instead his emoluments drawn prior to his permanent absorption was drop down by 10% of pay as a result of ceasing his deputation allowance from 26-11-2009. In fact it appears that the ex-cadre post (Lecturer) and the substantive post Trained Graduate Teacher (Scale PB-2 GP 4600) having dissimilar in duties and responsibilities. The former is with higher duties and responsibilities than the later.
    The issue of pay fixation of a deputationist on his/her permanent absorption in the ex-cadre post has been dealt in the MHA OM No. 1(11)-E.III(B)/69, dated 20/01/1970 and OM No. 1(1)-Estt.(P.II)/81, dated 21/02/1983 which stipulate that pay of those deputationists who draw pay in their parent grade plus 10 % Deputation Allowance in the ex-cadre post may be fixed on their permanent absorption while on deputation, have to be fixed without any drop in the emoluments drawn by the Government servant concerned, the difference between the pay so fixed and pay plus Deputation (Duty) Allowance drawn prior to absorption may be allowed as personal pay to be absorbed in future increases in pay. Can anyone help?

    Q1. . How is the pay of an Officer fixed in the ex-cadre post on his permanent absorption while on deputation with personal pay?
