Default Is stepping up of pay of a promotee permissible with reference to a Direct Recruit?

Consequent upon fixation of pay under CCS (RP) Rules, 2008, the pay of thousands of employees promoted to a post remains less than the entry pay granted to a directly recruited junior. The only solution is to get the pay of the senior one stepped up with reference to his junior counterpart.

But accounts functionaries are not allowing stepping up of pay of the senior promotee on the plea that the mode of recruitment of both the junior and the senior must be the same.

There is no general order to this effect stating clearly whether such stepping up is permissible or not but there are some post specific orders after 6th CPC.

Will someone help us in providing copies of OM wherein it has been stated clearly that the pay of a senior employee who was promoted to a post can be stepped up with reference to a junior who has been recruited directly.

General Orders have been issued by the Ministry of Railways, CBEC, etc., in r/o their employees. If required the same can be sent by email.

Thanks Victor! Please send these orders on e mail ID anugrah35@gmail.com. It will help in removing the irritating objection by the Accounts Functionaries and pave the way for removal of anomaly of pay of thousands of teachers in Delhi Government. Please send original signed copies.
