Default Fixation of promotion scale and new recruit scale is not same

Ours is a autonomous institute under Ministry of Mines.
Our office follows DPC for promoting the staff.

I was a scientific Asst (Grade III) with a grade pay of Rs 4200 Promoted to Scientist-I in Grade III PB2 Rs 9300 – 34800 with a Grade Pay of 5400. After promotion I was fixed pay in the pay band 12160 +GP 5400 on 16.03.2008.

On 01.07.2008 I was fixed pay in the pay band 13160 +GP 5400 on 16.03.2008

The fixation of pay was followed as per the Swamy’s hand book its is correct also.

Actually when a new scientist is recruited he will be fixed at 21000 (including GP) but when a SA-III is promoted he will be fixed at 12160 +GP 5400.

This looks an anomaly and the same anomaly was addressed by committee and subsequent orders were passed. But these orders (I am not having with me). Is the orders are applicable to Departmental Promotion committee.

Kindly look in to and advice. Any orders pertaining to this issue can be sent to my email: yvs68@yahoo.com

    Regards
