    Default Bunching benefits

In Illustration 4 A of CCS (RP) Rules, there is an indication about bunching
benefits for scales upgraded to higher one. However, in the related rule,
it is not indicated. For example, if a person draws Rs.7300 on 31.12.2005 in the scale of 6500-10500 which gets upgraded to 7450-225- , what will be the revised pay as on 1.1.2006. Under normal circumstances, 7300x1.86+ GP as applicable to 7450 scale will be the revised basic. However, if we have to
cover the bunching benefits as per the illustration 4 A then what will be the revised basic. I request our friends to solve.

    Best regards.

    Dear Sir
Your query has already been replied in this forum so many times and there is nothing new it in now. But the problem is lying with MoF. Though they have mentioned it in Notification and even in illustration, they refused to give bunching benefit in any such case. Any interpretation on this benefit is of no use. They though accept the anomaly arising out of it, not agree to give this benefit due to reasons best known to them.
    with regards
