Who have authority to remove pay anomoly

Is Head of the Department have authority to issue order to remove pay anomaly ?

Is CAT is having authority to pass order to remove pay anomaly ?

After CAT order to remove pay anomaly, what should department do ? HOD should implement the CAT order and revise the scale or he should approach Ministry of Finance?

In some departments employees moved to CAT to remove pay anomaly since III, IV pay commission to seek order to remove pay anomaly. Some times CAT pass the order to remove pay anomaly. If the case is in interest of the Group A or B officers, they get the CAT Order implemented directly from HOD. Is this correct. Please discuss. Similar cases may referred.
