Presence of both parties

Some time back, I had read in the newspaper that somebody had opined or directed that not only the respondent but also the appellant should be present while the CIC's office is hearing the 2nd appeal. But I am unable to remember where and when I read it.

Any help?

The appellant and the respondent or their representative may or may not be present in the second appeal with the CIC. If not present, the CIC will pass orders based on the records available with him. If the appellant or his representative is present, he can present his case with proof (if available with him) and might have his RTI application for information be answered with the satisfaction of the appellant.

But as I said, I have read an article, in the last 6 months, that in future, presence of even the applicant/ appellant will be called for.
