    Default Pls Clarify me

    dear members.
    my collegue working as TGT in govt. hr. sec. school. SHe availed different type of leaves including e.l. c.l., EOL with MC, Maternity Leave and Child Care Leave Etc., from 2007 to 2010 March. so. her increment postponed to 2010.

    My Question is:
    1) whether on EOL with MC any rule to stop her increment ?
    2) From 10-06-2008 to 31-08-2008 she was on EOL with MC.
    01-09-2008 Morning Joined Duty and Afternoon Half day CL.
    then she is continuing EOL with MC from 02-09-2008 to 30-11-2008.
    But Pay not claimed from september 2008 onwards.

    She Joined 1st september 2008 So she is eligible for increment.. is my question is correct ? or wrong. plz give me clarifications regarding this issue.

    EOL may shift increment date. However MC may condone such occurrence.
    I am a West Bengal Govt. Employee.

    EOL on medical grounds does not affect the date of increment. However if the official is on leave on the date of increment then the increment will be released from the date of joining.

    In the instant case the official joined on 1.9.2008 but took half day CL for AN followed by EOL again with MC w.e.f. 2.9.2008. As per rules CL cannot be combined with regular leave. Hence the CL for 1.9.2008 (AN) would be liable to be disallowed and need to be converted into full day regular leave for 1.9.2008 which would then be counted as continuation of earlier leave w.e.f. 10.6.2008.

    The increment due on 1.7.2008 would then get postponed to 1.12.2008.

    To the best of my knowledge :1. one cannot avail of Casual Leave on the afternoon of day in continuation of regular leave - here EL, HPL, EOL, threfore the pay would not be drawn. 2. Leave has to be sanctioned before pay is drawn, 3. leave would normally be sanctioned when there is reasonable certainty that the govt servant would continue in duty, and therefore pay would only be drawn after he/she rejoins duty.

    thanks for your comments and clarification. i will discuss this issue with her office and again i will update my status.
