    Default Finacial limit of incrring contigent expendiutre

    Sir,

    As per new GFR 2005

    Rule 145. Purchase of goods without quotation :
    Purchase of goods upto the
    value of Rs. 15,000/- (Rupees Fifteen Thousand) only on each occasion may be
    made without inviting quotations or bids on the basis of a certificate to be
    recorded by the competent authority in the following format.

    My doubt is that what is the limit of executing the contigent works withour inving quotation. Contigent work means cutting grass, construction of scooter sheds et cleaning and sweeping works etc. Whether the limit of Rs. 15,000 is applicable to work also.
    Please clarify the same with rules.

    This doubt (whether the Rs. 15,000/- is for PURCHASES only or for Repairs and contingent expenditure) has been there in my mind also but I am also unable to find an answer to it. My audit office, however, admits all bills upto Rs. 15,000/- without quotation (but with the requisite certificate). Therefore, when I requested my officer to seek a clarification on this, he (and other officers also) says, when the bills are getting passed and paid, why to start trouble , what if the reply comes negative.
