    Default Grant on increment in Asstt Grade (PB-2 9300-34800/ Grade Pay of Rs. 4200/-)

    Sir,

    I have been promoted to the grade of Assistant wef 09 Apr 2012 in the pay scale of PB-2 Rs. 9300-34800 with Grade Pay of Rs. 4200/-. Since I have already granted 2nd MACP in the pay scale of Rs. 5200-20200 with Grade pay of Rs. 2800/- wef 01 Sep 2008, I have been granted one increment at the time of MACP and my pay has been fixed as Rs. 11140/-. At the time of regular promotion on 09 Apr 2012, I have not been granted the benefit of one increment as admissible at the time of promotion, but my Grade Pay has been raised from Rs. 2800/- to Rs. 4200/-. As per my knowledge, this is correct as employee once granted the benefit of increment during MACP, he is not entitled the benefit of increment at the time of regular promotion.

    As my DNI is 01 Jul 2012, this time my increment has been raised from Rs. 11140/- to Rs. 11560/- instead of Rs. 11600/- as I am drawing Grade Pay of Rs. 4200/- wef 09 Apr 2012 and this Grade Pay should be taken into account while granting increment to me on 01 Jul 2012 and not Grade Pay of Rs. 2800/- which was in the lower Grade.

    Kindly confirm whether my presumption is correct or not.

    Please see clarification on Revised Pay Rules 2008. (http://finmin.nic.in/6cpc/fno112008dt130908.pdf). It is clarified that in such cases increment will be based on ‘basic pay prior to the date of promotion’.

    Wink Fixation of pay on promotion to the grade of Assistant

    Dear Sasi Sir,

    Thank you for giving prompt reply. In this connection, I would like to inform that DOPT Letter dt 13 Sep 2008 pertains if the employee opts to get his pay fixed from his date of next increment, then on the date of promotion, pay in the pay band shall continue unchanged, but the grade pay of higher post will be granted. Further, refixation will be done on the date of his next increment and that time while computing these two increments, basic pay prior to the date of promotion shall be taken into account.

    My case is different. I have already granted increment benefit on 01 Sep 2008 when I had been granted 2nd MACP. Now, I have been promoted to the grade of Assistant and there is no pay fixation required even there is no change in my Band Pay i.e. Rs. 11140/-, only grade pay from Rs. 2800 to 4200 is to be changed. I am due for my normal increment which is due on 01 Jul 2012. My point is whether when I am drawing my Grade Pay i.e. Rs. 4200/- from 09 Apr 2012 continuously, this should be taken into account with my Basic Pay for calculation of 3% increment while granting me normal increment or not.

    Dear friend
    You are absolutely right. There is a misconception about six month service in a particular grade pay while granting increment but it is not correct. You have been promoted to the grade pay of Rs.4200/- in April 2012 but you are continuing in govt service. As no pay fixation has been done in April,2012, You will get increment on higher grade pay w.e.f. 1/7/2012. You should fight your case. Definitely you will get it.
