    Default regarding increment

    I am acentral govt. Employee. I was granted annual increment in April as i joined in April.But due to grant of 1st ACP my increment date changed to august till April 2007. Can I get the increment as per order dated 19-03-2012?

    My date of increment was on 1st January before implementation of Sixth Pay Commission recommendation. I was on Earned leave on 01.01.2006 and joined office on expiry of the leave on later date in January. As per existing rules, my increment date for the year 2006 was deferred to that date and thereafter restored to 1st of January from the next year till the implementation of Sixth Pay Commission recommendation.

    Am I eligible to get the same benefit allowed to the persons having date of increment between February to June according to Ministry of Finance, Deptt. of Expenditure, O.M. No. 10/02/2011-E.III/A dated 19.03.2011.

    Kindly refer to Clarification No. 1 of OM dated 13.9.2008 (http://finmin.nic.in/6cpc/fno112008dt130908.pdf) in this regard. The intention behind this clarification is to take into account the increment which was due on 1.1.2006 of those officials who had earned their last increment on 1.1.2005. Accordingly, your should have got this benefit of fixation much earlier.

    The intention or spirit or essence behind the OM dated 19.3.2012 (http://finmin.nic.in/the_ministry/de...yRules2008.pdf) was to cover the left over cases where increment was due during the period Feb-Jun 2006.

    The ultimate aim of the govt is to cover all those cases where increment was due/drawn from 1.1.2006 to 30.6.2006 (in the pre-revised scales), so that the basic grievance of the employees that they were given increment after one year consequent to 6CPC, could be addressed.

    Thanks for the reply.

    I should have got the increment much before. But, at that time our Pay & Accounts contention was that as I was on leave on 1.1.2006 my date of next increment was not on 1.1.2006 and I would be eligible for next increment only on 1.07.2006. That was the case. Kindly advice how the problem can be resolved.
