    Default Merger of scales on implementation of MACP

    I was appointed as Steno Gde III in the lower formations of the Army in Jun 1981. Promoted to Steno Gde II in 1986 and received next promotion as Steno Gde I in Dec 1996 in the pay scale of Rs 5500-9000.
    After 6th CPC Pay scales of 5000-8000, 5500-9000, 6500-10500 were merged and was granted grade pay of Rs 4200 in PB 2. After implementation of MACP scheme promotions earned from 5000-8000 & 5500-9000 prior to Jan 2006 to be ignored and they be granted grade pay of Rs 4600/- & 4800/- respetively.

    After MACP the scheme is due on completion of 10, 20 & 30 years of service.
    Since my promotion (to 5500-9000) has been ignored I am entitled for grade pay of Rs 4600/- wef Sep 2008 (effective date of MACP). I have completed 10 years of continues service in the grade of Steno Gde -I in Jun 2011 and is entitled for GP of 4800/- from that date.

    I request my colleagues to kindly let me know if there is any anomaly in my entitlements. regards.

    Your contention is correct. Your second promotion to Seno Gr. I will be ignored under MACPS. You will be entitled to 2nd MACP to GP 4600 w.e.f. 1.9.2008 and 3rd MACP to GP 4800 on completion of 30 years of service in June 2011.

    Thanks for your response. I shall also be grateful if my following doubts can be clarified, as given under:

    A small error has occurred in my above mentioned earlier statement. I have completed my 10 yrs continues service in Dec 2006 (and not in Jun 2011 as stated earlier). I was promoted to Steno Gde-I in Dec 1996 and completed 10 yrs continuous service in Dec 2006. MACP is only effective from Sep 2008. Hence is it not correct to first fix my GP in 4600/- after ignoring the previous promotion wef 01 Sep 2008 and thereafter refixation in the GP of Rs 4800/- wef the same date (ie 01 Sep 2008) as the requirement of 10 yrs continuous service I have completed in Dec 2006 itself. Your valuable reply is requested.

    You will be entitled to 2nd MACP on completion of 20 years of service or 10 years in the same Grade Pay whichever is earlier. Your second promotion to same GP will be ignored. As the MACP Scheme came into effect on 1.9.2008 you will be entitled to 2nd MACP to GP 4600 on 1.9.2008 only.

    3rd MACP to GP 4800 will be admissible on completion of 30 years of service OR 10 years service in the current grade pay (i.e. GP 4600) whichever is earlier.

    You will complete 30 years service in June 2011 and 10 years service in GP 4600 in Sept 2018. Hence, you will get 3rd MACP in June 2011.
