Post Up gradation in grad pay after 4 years of regular service in Grade pay of 4800/-

I was promoted on officiating basis wef 7.10.2005 in the grade pay of 4800/- and subsequently promoted on regular basis in the same grade pay w.e.f 17.10.2007.As per my say I had completed 4 year of service in the grade pay of 4800/-in October 2009 without any break ie continuous service. My office did not give me upgradation to 5400/-in october 2009,saying that it was not a regular service .
My doubt is what iterpretation to the regular service mean for giving 5400/- grade pay. In my view it should be contineous service in the same grad pay ie 4800/- without break or contineous service.

    Kindly any one clarify.

Your office is right. Regular service in substansive capacity is counted, not officiating.
