As per Fin Min clarrification dated 13.10.08 it should be your present pay as on 1.1.06 in the payscale of 65000-10500 multiplied by 1.86 plus grade pay applicable to upgraded pre revised pay 7450-11500 ie 4600 (and applicable HRA & TA. ) You may be eligibile for bunching depending on howmuch your pay (as arrived at above ) is more than minimum of the fitment pay structure ie 9300 multiplied by 1.86; buching would be given for every two stepup of Rs.225 at the rate of one increment of 3% of your stage pay net of grade pay in the upgraded pay scale ie 7450-225-11500.

    Dear Sir,

    1. For Rs.7900, the corresponding pay in PB=14700
    2. The grade pay applicable for 7450-11500= 4600
    3. Bunching effect (I think it is taken care in fitment table)
    4. Pay as on 1.7.2008 = 16500 GP 4600

However, you may kindly refer to Min. of Finance, Dept. of Expenditure O.M. dt. 13.9.2008 regarding Clarification on CCS (RP) Rules, 2008 to confirm the position.

    Best Regards.

    Dear friends,
I have some bad news for all of us. Ministry of Finance has denied to give benefit of bunching in any case where pay scales have been upgraded. It will be done in the manner prescribed in MoF OM dated 13.10.2008 i.e. multiplying basic pay as on 1.1.06 by 1.86 and add grade pay of upgraded scale. They are not ready to give any bunching benefit except stepping up of pay.
Pay of Romesh will be 7900*1.86+4600 as on 1.1.06. Add increments due till 1/7/08. Forget about bunching benefit. It is far away. If any junior is getting higher pay, his pay will be stepped up. Do not live in dreams.

    Default Bunching benefit

    Dear Jitendra ji

What for this concept of bunching, if it is not to be given to anybody. In fact purpose of upgradation is not at all recognized if bunching benefit is not extended to Govt. employees. It is very disappointing & disheartening. Can you please tell me, how to reach anomaly committee? Actually, I have drafted a letter for anomaly committee, but don't know to whom it should be addressed and where it is to be sent. I would post a copy of same to your e-mail id as well.

    Regards

    Pummy

    Dear friend pummy,
I am also very disappointed by the stand taken by MoF this time in all cases of upgradation. But we have to accept the fact. As regards your query regarding anamoly committee, we can not approach them directly. Your representation should be forwarded to MoF through proper channel i.e. through your Ministry/Deptt. Keep cool we will get justice though delayed. It will come to us through hon'ble court now. But we have to wait little more before proceeding to court. Till that time submit your representation to MoF for sure. It may help all of us. Yes I got the information from RTI but unable to share the contents of letter at this stage.
