    Wink Double of TA to PH employees

    Dear Friends

    We have one PH (OH) employee working in our Office since March 2011, and we have been paying him normal rate of Transport Allowance. I have gone through the OM No. 21(2)/2008-E-II(B) dated 29/08/2008 and read all the conditions mentioned therein.

    So now i am convinced that we need to pay DOuble TA to our PH employee but in that OM there is one point which mentions that

    The other Conditions of OM No.19029/1/78-E-IV(B) dated 31/08/78 related to grant of conveyance allowance to blind and orthopaedically handicapped Central Govt Employees shall remain unchanged

    Now will anyone please explain me or post a copy of the 31/08/78 OM so that I can be sure that I have to pay the PH employee double TA rate.

    The PH Employee is not being entitled to official car and neither do we have any transport facility also neither does he stay within 1 KM radius (this point already withdrawn still ) and he does not come with escort, he drives the modified two wheeler and uses crutches , so just want to make sure if the 31/08/78 OM makes escort compulsory for DOUBLE TA ENTITLEMENT or NOT.

    Yes PH employees are entitled to double TA subject to minimum Rs. 1000/-. As regards OM No.19029/1/78-E-IV(B) dated 31/08/78 the same is available in Appendix No. 5 of FR&SR Part-II (Travelling Allowances).

    Is an employee who has been appointed on physically handicapped grounds (deaf and dumb) eligible for double TA? What are the Income Tax benefits available for such a person? Pl. help.

    Yes PH employees are entitled to double TA subject to minimum Rs. 1000/-. For further details refer OM dated 29.8.2008 (http://finmin.nic.in/6cpc/TA_6cpc.pdf).

    Regarding Income Tax a deduction from income of a sum of fifty thousand rupees is allowed. In cases with severe disa-bility, a higher deduction of one lakh rupees shall be allowable.

    But if the official is in the department of Posts and is provided with attached accommodation, he will not be eligible for conveyance allowance as per an order issued on 26.06.1985

    But sir, the order ibid doesn't mention anything specifically for deaf and dumb whereas specifically states that it is admissible to blind and orthopaedically handicapped employees. We have one official in office who is 100% deaf and depend upon another person for her daily to and fro journey between house and office. Since all orders speaks only about Blind and orthopaedically handicapped official, she is not able to claim the allowance. Kindly mention a favourable order, if any.
