Spouse is considered as dependent even though he/she is earning. Only condition is that ltc be availed off from one source only. In case your husband is getting ltc/lta reimbursement then he is not eligible. LTC by air from Delhi to Bagdogra is admissible only if your post is group 'B'. An UDC or Jr Steno who got ACP and is now getting Grade pay rs 4200 is not eligible. Taxi fare from Bagdogra to Gangtok is admissible provided it is from WBTDC and bear stamp "LTC APPROVED". Darjeeling does not come under the category of NE therefore LTC by air not eligibie. However one can visit Darjeeling when he is going or return from Gangtok. To visit Cherrapunji, one is required to travel from Delhi to Guwahati not Bagdogra. It is another sector and cannot be combined

The restriction of single source is NOT applicable in the case of a spouse working in the private sector. Kindly refer to the following which is quoted from Swamy's Master Guide to FR&SR Service Rules and Financial Rules:

"When the spouse of the Government servant residing with him is employed in private firms where LTC facilities are available, there is no bar for the Government servant, his spouse and other family members for availing both the concessions admissible under Central Government Rules and under the private employer".
