    Default 3rd macp

    Sir,
    My friend was appointed as JAA in western railway in Jan 1991, and promotae as AA in jan 1994,susequentely transferred to S.E Railway in Mar-1995 as JJA0(accepting bottom seniority).Further he was Promoted to AA in Mar-1999.After Passing AppendixIII exam promoted to SO(A0 in Sept-2003.

    Regarding Third MACP he was informed by other colleagues that:
    He got 1st Promotion in Jan-1994(JAAtoAA)
    2nd Promotion in Mar-1999(JAAtoAA)
    3Rd Promotion in Sept-2003(AAtoSO)
    Therefore he Will be not eligible for 3rd MACP beacuse he availed all the three promotions.
    But as his promotion to the same grade ie JAA to AA and GP Rs.4200/- due to transfer
    from one accounting unit to another,ahe is eligible for 3rd MACP or not

    Promotions to the same GP will be ignored for the purpose of MCP. Hence the promotion in March 1999 will be ignored and he will be eligible for the 3rd upgradation under MACP in 9/2013.

    If promotion to same GP should be ignored, is he no eligible for upgradation from 2009, since drawing the same gp continuously for 10 years

    He was promoted in 2003.

    Though promoted in 2003, since earlier promotion also carries same grade pay, will he not be eligible for upgradation from 2009 since drawing same grade continuously for 10 years from 1999. Kindly clarify.

    My reply was on the contention that the GP of SO is 4600. If the GP of SO is 4200, then he will be eligible for second upgradation in 2009.

    Thanks for the kind guidance.May I please get the rule/Circulars under which Promotions to the same GP will be ignored for the purpose of MACP.

    Further here again I want to mention my earlier mail:

    Para 5 of Annexure 1 states Promotions to the same GP will be ignored for the purpose of MACP.

    Also see Clarification for the MACP Order which clarifies para 24 of MACP Order regarding transfer. http://persmin.nic.in/WriteReadData/...8-Estt-D-3.pdf.

    He will be eligible for 3rd upgradation under MACP to the GP of 5400 with effect from 9/2013.
