    Default counting past services

    I would like to bring my service matter to your kind notice regarding the
    counting of my past service. initially I was a regular employee
    of CSIR (Council of Scientific & Industrial Research ) from July 2004
    to June2008 which is Central Govt. organization and governed by
    Ministry of Science and Technology. During my previous service I had
    applied for the post of Assistant Professor through proper channel and
    after selection I properly relive from my previous organization in
    June 2008 after giving technical resignation. I had joined my present
    post of Assistant Professor in June 2008 and immediately after joining
    I apply for counting my previous service form 2004-2008, In this
    regard my present employer ask for the service book from my previous
    employer and he send it accordingly.
    It is worth mention to inform you that in both organizations I was in
    new pension scheme and both of Central Govt. organization and I also
    sent all the official conversation to the headquarters and to me for
    your better understanding.
    Now my present employer send a letter to me in which he mention that
    since I was governed under new pension scheme in my previous
    organization, my past services cannot be counted for pensionary
    benefits under CCS (Pension) Rule 1972 and deny to count my past
    services and advice me to contact my previous employer for outstanding
    dues. Now I am afraid that what will be the fate of my Contributory
    Pension Fund of four year. I hope that this is the misinterpretation
    of CCS (Pension) rule 1972 which is being imposed on new pension
    scheme.
    Therefore, I need the clarification of the letter with proof which
    comes from the Registrar CAU on dated 05/10/2009 so that I will be
    able in counting my previous service of four year from 2004-08.
    I will be highly obliged for this act of kindness.

    CCS(Pension) Rules, 1972 are applicable to Government servants appointed on or before 31st day of December,2003. As you were appointed in 2004, these rules are not applicable at all in your case. Hence there is no question of counting of your past service under CCS(Pension) Rules, 1972.

    The New Pension Scheme is applicable w.e.f. 1.1.2004. Hence your CPF A/c needs to be transferred from CSIR to your new organisation for further operation.

    Thanks a lot Mr. Victor for your kind reply. One thing I like to know that whether length of my previous service will be counted in my present service or not.
    Furthermore, I am working in Arunachal Pradesh and if I send my detail query by post to Smt. Harjit Kaur as per your suggestion, how she reply back to me.
    Therefore, I need her mail ID for sending my information to her.

    The previous service is to be counted for what purpose???

    The email ID of Smt. Harjit Kaur is not available on the pensioner's portal. I suggest you talk to her directly over phone.

    No benefit of seniority is admissible in such cases.
