Default whether family planning allowance could be claimed retrospectively?

    Mr. S.John asked

I had been undergone Tubectomy Operation in the year 2002. and had
not submitted the certificate. Now I would like to submit the
certificate to the office. That time I was drawing my basic salary of
Rs. 4000/- scale. Now I got promotion and I am drawing salary in the
pre-revised pay scale i.e 7450/- . What will be the amount of
allowance I will get. and from which date. Shall I get the arrear
from 2002.. Please give me suitable reply.

    Dear Friend,

You are eligible for grant of Personal pay equal to the lowest rate of increment (`100) in the revised scale of pay(4000-100-6000) applicable at the time of undergoing sterilization. You may apply now justifying the reasons for delay along with the essential documents of certificate for grant of Family planning allowance. The personal pay can be sanctioned by the head of the office by issue of a suitable office order after satisfying himself that the conditions prescribed in the Ministry of Finance O.M dated 4.12.79 are satisfied for grant of Personal pay with retrospective effect (from the date of undergoing sterilization). Arrears of pay will be due to you. The FPA in your case will stand revised to `210 w.e.f. 01.09.2008 on implementation of SCPC recommendations.
