Post Travel by Private Airlines non Availability of Air India Flite from Bhavnagar to Mum

I had applied for NER ( gangtok , sikkim ) and authority had given senction (o.m. dated 30/08/2010). After receiving o.m I purchased tickets . My office is at Bhavnagar and from Bhavnagar only private airlines are available and the available route is to and fro Bhavnagar Mumbai. My Journey Date is on 31-10-2010. Can I travel for the same or not?
Wide O.M. 29024/1/2009-E.IV dated 16/09/10 now rules have been changed but my booked ticket cancellation charges are around 10000/- Rs. So, I would like to ask you that can I reamburse the amount ? if I cancel the trip. do reply

LTC is only a concession granted by Govt to its employees. In your case you shall be reimbursed the train fare of entitled class from Bhavnagar to Mumbai and from Mumbai to Bagdogra and back in same order. In no case cancellation charges are reimbursable, unless your office force you to cancel the trip
