Default Retirement benefit in case of depuatation

iN MY DEPARMENT (Govt of NCT of Delhi) one officer joined on deputation from another deptt of (Govt of NCT of Delhi) and will retire on supernation on 31.10.2010. MY question is that his retirement /terminal benefits viz gratuity pension GPF leave encashment etc will be paid by the borrowing deptt or parent deptt.where both department are under one govt.

It doesn't make any difference which department pays, as the amount is debited to the Consolidated Fund of NCT of Delhi. It is appropriate that the borrowing department settles the dues.
