Default Chanting magical phrase “Adakadabra” for pay fixation in lieu of CCS(R.P)Rules 2008

Chanting magical phrase “Adakadabra” for pay fixation in lieu of CCS(R.P)Rules 2008

    1. Mr. X is a UDC( pre-revised 4000-100-6000) in the field office drawing a pay of Rs.4500 as on 1.1.2006 he will get fixation in the revised pay structgure as pay Rs.8370 (4500x1.86)+ GP Rs.2400 = Total Rs.10,770

    2. When Mr.X was promoted in February, 2006 , his pay was fixed as Rs.4625 (pre-revised) in the field office his pay and later it was refixed into Rs. 8620(4625x1.86)+2800= 11,410

    3. Mr.Y, the friend of X who joined in the Central Secretarat on the same day in the same post was also drawing Rs.4500 as on 1.1.2006 has also got fixed pay like item No. 1 above and got Rs.10,770.

    4. But Mr.Y, on his promotion in February, 2006 fixed his pay as 13860+4600 GP= 18,460. So the difference of my friend who joined in the same post with same qualification and same exam has got an additional amount of Rs.7050/- in the basic pay itself per month.

    5. Another 3 friends of Mr.X called like “H” – a Group B Officer in 6500-10,500), “ I “- an Assistant in 5500-9000 and “J “ – a supdt in 5000-8000 were all reached one particular stage of this different pay scales ie., say basic Rs. 6700 and their pay was fixed as Rs.16,670 (6700x1.86+4200). Here also there is a shortage of Rs.1790/- for a Gazetted Group B officer in the field office than Mr.Y (just promoted from UDC). There is no bunching, there is no fixation at the minimum, there is no stepping up for these field level offices in these 3 scales inspite of approval in the CCS(R.P)Rules, 2008.
    6. Now the Gazetted Officer, Field Assistant and Supdt are in dilemma whether Mr.Y are above them in hierarchy . Also is this the parity really planned by the government?

So if you are a Central Secretariat UDC, chant magical phase -“Adakadabra” at the time of pay fixation due to promotion so as to get additional hike of Rs. 7050/- per month in the basic pay alone and you also get corresponding other allowances.
What a nice Revised pay Rule ?

    Dear Krishnan

The examples quoted by you are relevant. Why field offices staff have been deprived of the benefit. I have seen few CAT cases where they have directed the department / ministry that the field offices staff salary should be at par with that of css staff. Even the section officer who was in the prerevised scale of 6500 at css is now getting grade pay of Rs. 5400 whereas the same section officer in field office is getting the grade pay of 4600 that too after the upgradation and merger of 6500 with 7450. The field offices staff should fight it out.
