Default Confusion on Stages for Bunching benefit

Can this be clarified: For the calculation of bunching benefit for Every two stages means- Start to be taken from first increment or start at min of old scale?
Case A:This would mean bunching benefit of 1 inc, 2 inc...so on in revised scale would be given on 2nd inc, 4th inc...so on in the old scale.
Case B:Bunching benefit of 1 inc, 2 inc,...so on in revised scale would be given on 1st inc, 3rd inc...so on in the old scale.

If we refer OM dt 30.8.08: Case A can be seen in table for S-24 & S-25 and Case B can be seen in table for S-26. In previous tables S-1, 2, 3 also same can be seen. Can some one explain logic?

    Default Bunching benefit:reg

    Bunching benefit
For example if Basic pay is 15900 (in 14300-18300)on 1.1.2006 , then the pay is fixed 2 stages above minimum(39690) since 15900 is 4 increments from the minimum of the scale i.e 14300.For every 2 increments, 1 stage in the new pay band is given. Hence current pay in pay band is (1.7.08) is 44200 plus grade pay 0f 8700.
