    Default Many don't know the Catch of the III MACP.. wake up!

    When I go to work and meet and talk to people, I realise that the confusion or lack of knowledge about the 3rd MACP still remains in everyones heart.

    If one goes through the clarification of the Department of Revenue, with due consultation with DOPT regarding Query No. 3........it is very clear that those employees who have got 2 promotions will get their 3rd MACP only on completion of 30 years of service.

    Ironically, the CGA has issued orders and many offices under the CGA control hve already granted 3rd ACP to their AAOs who have completed less than 30 years of service but have managed to complete 10 years in the same grade.

    If we go by the Clarification of Department of Revenue, in consultation with DOPT.........this is wrong.

    Similarly, in many other Ministries and Departments 3rd macp has been grated in 23rd and 25th year of service subject to 10 yrs of continued service in a certain grade.

    This is finally going to be a pandora box because not only have the officials drawn arrears of this 3rd macP but have also paid tax on it.

    This issue needs to be discussed seriously as many oficials will end with huge pay recoveries.

    Will the provision you have quoted is applicable to 2nd ACP as well. i.e., can 2nd ACP be given for an emplloyee whohave continued inthe same grade ay for a period of 10 years but has completed only 18 years of service. Please clarify urgentlym, as the employee has been given 2nd ACP and is retiring shortly. Your clarification may help him to avoid any unwarranted recoveries from his mere pension at his retired life.

    Assuming that the official has got 1st promotion on the 8th year of service, the second & third MACP becomes due on completion of 18th and 28th year of service respectively.

    If the official gets a promotion after the 18th year of service,say the 23rd year of service then also the 3rd MACP becomes due on 28th year of service.

    But if say he gets promotion in the 8th year of service and another promotion in the 18th year of service, his 3rd MACP becomes due only on completion of 30 years of service.

    It may appear absurd but that is what the DOPT clarification is all about.
