Default LTC to NER in liu of Home Town LTC

I am a group A employee. I used Home town LTC to visit my Home town in 2007. I awailed my Anywwhere India LTC to Delhi in 2009. Now I would like to Visit Gangtok during April 2010 in place of my Home town LTC for the new block of 2010-11. It appers to me that I am eligible as per DOPT circular dated 2.5.08 & 14.5.08, which clearly allows converion of one HOme town LTC to NER LTC upto 1.5.10. But some one say that the concession is applicable to only 2006-09 block and not applicabl to new block 2010-13. Is it correct? If this is correct is there any circular issued after 14.5.2008 on this matter. Kindly reply.

    Dear Friend,

No circular after 14.05.2008 on the subject. You may avail LTC to NER availing the special concession of air journey against any one of the available home town LTC including the block 2010-11.

The relaxation to travel by air to visit NER is extended for a further period of 2 years i.e. upto 30th April,2012 as per OM st 20th April, 2010. You may avail NER/J&K LTC in the block 2010-11. Similarly all officers may awail LTC by air by any airlines (subject to their entitlement being limlted to LTC-80 airfare of Air India) to J&K against conversion of one HT block. All other employees can travel by air from Delhi & Amritsaronwards only. Last date to avail this relaxation is 17th June, 2012. (OM dt 18th June'10)

see.. i have seen that my question is discussed but is not answered ..please clarify..It is very much clear that in a block of four years .i.e. 2010-2013 which is sub divided in 2010-11 and 2012-13 ..i can avail one home town and one all india ltc...but the main problem and clarification is needed for the following:
I want to know that if i have availed one Home town LTC (LTC to north east instead of home town ltc) for the block year 2010-2011 but now i am transferred to my home town ...can i avail my all india LTC now...please reply its urgent..if yes where is the ruling or any circular.
