    Default Fixation as per fitment table and bunching

    I am just reproducting the version of Mr.R.B.Ganjoo from the site of Central goverrnment employees news comments for further debating.

    This is for Staff Side apprisal of the position stated by the VIth Pay Commission in respect of the upgraded posts and how it should. The argument that fitment tables are there for every types of fixatio is not tenable in the light of facts stated below.

    FIXATION OF PAY FOR UPGRADED POSTS

    In so far as fixation of pay of upgraded scales as on 1.1.2006 is concerned, the position has been made clear under Note 2(A) and 2(B) below Rule 7(1) of the Revised Pay Rules 2008 contained in Pay Commission Notification dated 29th august 2008 and dully supported by illustration-4A. To make it more clear the illustration 4A has followed Rule 2A in allowing the benefit of bunching for fixation in the case of upgraded scales where the revised pay gets fixed at a stage below the minimum of band pay/scale of pay. The position as highlighted in the illustration is strengthened by para 2(ii) of the Office Memorandum dated 30th august 2008 whereunder fitment tables for fixation of pay at various stages of pay in the pre-revised scales have been prescribed. It has been made clear in para 2(ii) of above OM, that the fitment tables provided are to be followed only for normal replacement scales and for purpose of fixation in case of the upgraded scales the instructions under Note 2(A) and 2(B) below Rule 7(1) of the RP Rules 2008 shall have to be followed.

    In view of above position, the pay in the pay scale of 6500-200-10500 with upgradation to scale of 7500-250-12000 shall have to be fixed as below:

    1. Existing pay scale = 6500-200-10500
    (Corresponding Grade Pay Rs 4200)

    2. Pay band applicable = PB-II (9300-34000)
    3. Upgraded to the scale of = 7500-250-12000
    (with Grade Pay of Rs 4800)
    4. Existing Pay as on 1.1.2006 = say Rs 6500
    5 Pay after multiplication by 1.86 = Rs 12090
    6 Pay in the pay band = Rs 12090
    (The pay of Rs 12090 being less than the minimum pay (Rs 13950) excluding the Grade pay as applicable under pre-revised scale of 7500-250-12000 for the minimum of scale viz. Rs 7500, bunching is admissible under Rule 7 (1) of RP Rules 2008). Hence pay to be fixed should be Rs 13950 and after allowing benefit of bunching for every two consecutive stages from 6500 onwards the pay for the pre-revised stage of 7300 should be Rs 14810 as illustrated in the fitment table attached herewith)

    7 Pay in the pay band after allowing the Benefit of bunching in the pre-revised
    Scale of 6500-200-10500, if admissible

    Thus, if Pay as on 1.1.2006 is;
    (a) 6500 then 13950
    (b) 6700 then 13950
    6900 then 14370
    d) 7100 then 14370
    (e) 7300 then 14810
    (f) 7500 then 14810
    (g) 7700 then 15260
    (h) 7900 then 15260
    (i) 8100 then 15720
    (j) 8300 then 15720
    (k) 8500 and beyond, corresponds to the stage in (7500-250-12000) i.e.., 15810 and onwards and as such no bunching hereafter.

    Default bunching of increments

    I have gone through your views on the matter and totally agree with your's view but problem is that till now it has not been produced in any official letters, therefore nobody from admn. is ready to accept for fixation on these lines.earlier i made a program on Excel for fixation and arrears as per rule7A(I&II) but the example given with the letter has done the mesh.
    I also asked clarification through RTI from Railway Board ,the authorities refer the MOF circulars.
    as the rule 7A(II) allow the fixation on higher side ,so without any line from MOF noone take the initiate in this matter. from admn.

    Post Bunching increament

    I'am working in railways as section engineer in the pre-revised scale of 6500/- and this scale is merged or upgraded(not clear) to 7450/- scale and granded 4600 GP.My basic pay on 1/1/06 was 7300/- and fixed as per x 1.86 formula.No bunching benifit was given to me.My increament date according to 5th pc was on 1/5/06.Some ealier posts indicated that bunching benifit applicable for those who switch over to 6th cpc later date after 1/1/06.Please clarify this . Is it benificial for me to opt 6th cpc benifit from 1/5/06.please show the calculation.

    You pay will be fixed at Rs. 13,580/- plus Grade Pay of Rs. 4600/- w.e.f 1.1.2006. In case you opt for switchover w.e.f. 1.5.2006 then your pay will be fixed at Rs. 13,950/- plus Grade Pay of Rs. 4600/-. However, you will not be entitled for increment due on 1.7.2006 in the 6CPC. Kindly note that on upgradation only the Grade Pay of the higher pre-revised scale is given.

    If bunching benifit is not avilable present option is benificial.
