Default MACPS for employees Transfered to lower grade on request..

    Dear friends,

My friend was working in South central Railway. He was appointed on 13/07/1978 as clerk gr - II. He got two promotions there (Clerk Gr-I & Head clerk). He has applied for Inter Railway transfer (one way) to Southern Railway by downgrading as Clerk Gr-I, since, Inter Railway transfer will be considered only in the grades where there is an element of direct recruitment.

On transfer, he has been promoted as Head clerk in southern Railway. My query is as under.

a). Is he eligible for 3rd MACPS ? since he has completed 30 years of service ?

b). Since he had already got 2 promotions in South central Railway and 1 promotion in Southern Railway, all together 3 promotions. Is he eligible for 3rd MACPS ?

c). From Appointment, the employee has got 3 promotions, but now enjoying only 2 promotions. Will there be any relief ?

    Anthony

Your friend will be deemed to have entered on direct recruitment from the date he joined the lower post in Southern Railway. The period of service for eligibility of upgradation under MACPS will have to be counted accordingly.
