    Sir,

    I am working as Stenographer II with a subordinate office of Ministry of Home Affairs.
    The revised pay rules 2007 vide Part II “Revised pay scales for certain common categories of staff” under Section II Sl. NoII,Office staff working in organization outside the secretariat has revised the scales of Assistants/ Steno Gr.II to 6500-10500 from 5000-8000 and with a grade pay of Rs.4200/- in PB2 in VI pay comisison. Similarly vide Ministry of Finance OM.No.1/1/2008-IC, dated 24th November 2008 the scales for the post of Jr. Hindi Translator has revised from 5000-8000 to 6500-10500 with the grade pay of Rs.4200/- in PB2 w.e.f 1.1.2006,. Consequent upon the revision of grade pay from 4200 to 4600 for those posts in the scale of pay of 6500-10500 as 01.01.2006 vide Om.No.F.No.1/1/2008-IC, dated 13th November 2008, our department has revised the Grade Pay to 4600 for certain posts but not to these posts of assistants, Stenographer II, and Jr. HIndi translator who had the upgraded revised cale of pay of 6500-10500. The department quotes the words "pre-revised scales of pay of 6500-10500" for its stance. Can you please clarify whether the posts carrying upgraded revised scales of pay of 6500-10500 in V Pay and revised scale of VI pay in PB2 is also covered by this aforesaid order or not. Perhaps, I may be able to convince my department but I am worried about future recoveries. Some other employees in this categories are at the verge of retirement and their pension calculation is also depending on this. Please take this as urgent and reply.

    PS:- I am convinced that the fixation in 6500-10500 can not be made vide specific order of Government of India against it and it has to be as per the fitment table and the matter is with the anamoly committee for 12090 fixation keeping in mind 6500 x 1.86. I am only asking about the status of granting grade pay.

    Sub: Revised pay scales for Official Language posts in various subordinate offices of the Central Government.
    ........

    Consequent upon the implementation of the recommendations of Sixth Central Pay
    Commission, this Department has received queries from many Ministry/ Departments regarding the revised pay structure applicable in the case of Official Language posts existing in subordinate offices of the Central Government. In this connection, it is clarified that in accordance with the recommendations of the Sixth Central Pay Commission as accepted by the Government, similarly designated posts existing outside the Central Secretariat Official Language Service (CSOLS) cadre in various subordinate offices of the Central Government have been granted the same pay scales as those granted to CSOLS. The Government has notified has notified the following revised pay structure for the Official language cadre belonging to CSOLS :-

    Dear Sir,
    I am working as a Superintendent in Customs & Central Excse, so I got 02 promotions, One as Inspector from Stenographer and 2nd as Superintendent from Inspector in the year 2000. The department has denied me 03rd MACP after 30 years on the grounds that I am already drawing Rs.5400 grade NFG in PB.2. My pay scale in PB.2 is 9300 - 34.... My opinion is that during 30 years of service one should get 03 promitions and if not, he should be gven financial upgradation in lieu of promotion. Please advice, what the legal position.

    Good evening, with due respect it is stated that I am working as Junior Hindi Translator and on 1.1.2006 I draw Rs.5500/- in the pre-revised pay scale of Rs.4500-7000. As per recommendations of six central pay commission the Govt.vide OM No.1/1/2008-IC dated 24th November, 2008 and 27th November, 2008 upgraded the pay scale of Jr.Hindi Translator to Rs.6500-10500 from 1.1.2006. My department Bank NotePress, Dewas (MP) (Ministry of finance, Deptt. of Econ.Affairs) implemented the above pay scale and in the revised pay scale I have been placed as under :
    Old Pay scale 4500-7000 , On 1-1-2006 Basic Pay Rs.5500/-
    On 1.1.2006 the Pay scale of Jr.Hindi Translator has Upgraded to Rs.6500-10500.
    In my case old Pay scale 4500-7000 is basic pay 5500x1.86= 10230+Rs.4200/- Grade pay in PB-2 has been fixed w.e.f. 1.1.12006.

    In view of the position explained above, I have not given the benefit of Upgraded the pay scale of 6500-7000 w.e.f. 1.1.2006. My fixation should be fixed at Minimum pay 6500/- of pre-revised scale of Rs.6500-10500 on 1.1.2006 and 6500x1.86=12090 +4600/- Grade pay in the revised scale Rs.9300-34800 in PB-2.

    Please guide me whether the fixation done by My department is correct.

    i have noticed that you have vast interest knowledge and experience when it come to subjects like acp,macp,ltc etc
    how ever one case of pension needs your study and comment
    x working in 1640 scale after 12 years of service in central govt is permanently absorbed in a central autonomous body in 1988
    he is sanctioned pension of rs 375 pm pro rata. his pay was 1760*12/33*.05.hence minimum pension was sanctioned
    he commuted this pension 100 % in 1990
    after 15 years in 2005 the pension was restored rs 425 which is 1/3 of 1275 the revised minimum pension as per V cpc and dp of rs 638
    what is the effect of VI cpc orders on his entitlements?
    do spare some time and effort to clarify
