    Pl clarify the following
    1) During ACP 1999 one has to fulfill all promotional norms as per RR for upgradation . But if an employee does not fulfil required promotional norms on the date of eligibility, will he be granted upgradation on a later date when he becomes eligible as per promotional norms. This pertains to period prior to 31.8.2008

    Dear friend,
    Due to merging of posts of SA & SI w.e.f. 01.01.2006 and ignoring of promotion to the post of SI is ignored and I have got only one promotion to the post of Stat.Officer as on 01.01.2006 so according to me my second upgradation is due as on 01.01.2006 and as per clarification of 09.09.2010 ACP 1999 due between 01.01.2006 & 31.08.2008 has to be granted.

    The post of Statistical Assistant & Senior Investigator were merged w.e.f. 01.01.2006 so my promtoion to the post of Senior Investigator will be ignored so I will be eligible 2nd upgradation under ACP 1999

    Please clarify my MACP 2008 entitlement or ACP 1999 entitlement:-

    1. Appointed as Statistical Assistant in the scale of pay of Rs. 425-700 (revised to Rs. 1400-2300 during Fourth Pay Com & to Rs. 5000-8000 during Fifth Pay Com) w.e.f. 09.01.1978
    2. Promoted to the post of Senior Investigator in the scale of pay of Rs.1640-2900 (revised to Rs.5500-9000 during Fifth Pay Com) w.e.f. 02.11.1987
    3. Granted second financial upgradation to the scale of 6500-10500 w.e.f. 01.01.2002 after completion of 24 years of regular service.
    4. Promoted to the post of Statistical Officer (Rs.6500-10500) without any pay fixation w.e.f. 16.01.2006
    5. Consequent on implementation of Sixth Pay Com, posts of Statistical Asst. & the post of Senior Investigator (Group B Non-Gazetted) were merged w.e.f 01.01.2006 with GP of 4200 and the posts of Statistical Officer (6500-10500) were granted replacement scale of 7450-11500 with GP of 4600.

    Respected sir,

    good morning.

    so it means that I will be reimbursed only AC III tier train fare upto kolkatta.

    The OM dated 02.05.2008 issued regarding travel to North East shows that it has been issued in relextation to the LTC Rules, 1988 so kindly advice whether the question of shortest journey comes or otherwise. Further, if you go through the latest OM issued regarding LTC to J&K, it clearly shows that journey from place of posting upto delhi/amritsar is to be made in the entitled class but in case of North East order, there is no such binding on category-C&D officials.

    I request you to kindly consider the whole issue and give your valuable advice to me.

    Dear Friend,

    Under LTC rules, a Government servant is entitled to reimbursement of to and fro fare by entitled class between headquarters and place of visit by the shortest route.

    By a special order Group C & D employees are entitled to travel by air between the sectors Guwahati/Kolkata to any city in NER including Sikkim (Bagdogra-airport). For availing this concession the passing station of Guwahati/Kolkata should fall in between the shortest route of normal LTC rules. In the case of Delhi – Bagdogra it is difficult to presume Kolkata as a station falling en-route. Group A and B employees can travel by air to Sikkim by Delhi-Bagdogra route. However, Group C & D will have to be content with rail journey for travel to Sikkim in NER from Delhi. For travel to other cities in NER from Delhi, the journey may be performed via Kolkata.

    Respected sir,

    if a group-C official goes to sikkim( north east )direct from his place of posting through an indian airlines flight i.e. from delhi to bagdogra. In that case his bill will be released as per his entitlements i.e. from delhi to kolkatta as per rail tarriff and from kolkatta to bagdogra by air or only rail fare ( delhi to kolkatta )is to be given to him.

    it is clear that if he goes in a private airlines then only train fare upto kolkatta is admissible.

    kidly give your valuable advice at the earliest.
