Dear Praveen Kumar, Further to my suggestion with respect to the option to be exercised afresh, I wish to clarify that your pay as on 01.01.2006 will be refixed at 6500 being the minimum in the upgraded scale of pay of 6500-10500 in the old pay structure. The pay in the revised pay structure with reference to the fitment table corresponding to the pre-revised scale of 6500-10500 shall be fixed (12470 + 4600) from the date of your next increment in 2006 after adding the increment in the pre-revised scale. You will not be eligible for the arrears of pay for the interim period between 01.01.2006 and the date of increment in 2006. Hope you get my point.
Dear Friend, There is no doubt that your pre-revised pay scale of 4500-7000 has been upgraded and revised to 6500-10500 corresponding to the grade pay of 4600 w.e.f. 01.01.2006. The link to the order dated 13.11.2009 that confers the grade pay of 4600 to the pre-revised scale of 6500 is given below which inter alia states that the pay in the upgraded scale will be fixed again in accordance with illustration 4A annexed to CCS (RP) Rules, 2008. http://www.finmin.nic.in/6cpc/omdate...00gradepay.pdf Also refer to para 2 of the order dated 13.10.2008 given at link below. http://www.finmin.nic.in/6cpc/6cpc_p...ay_upgrade.pdf According to these orders the pay fixation in the scale of 6500 as on 01.01.2006 will be based on ‘fitment table’ attached to the OM dated 30.08.2008 corresponding to the pre-revised scale of 4500-7000. The grade pay will, however, be 4600 on 01.01.2006. If you opt to elect the revised pay structure from 01.01.2006, the above basis of fixation of pay is in order and you will, no doubt, be at loss. Instead of breaking your head by peeping in to the intricacies of the unfamiliar rules and orders, I will suggest you to take advantage of the recent order dated 05.07.2010 (link below) by which you may re-exercise your option to switch over to the revised pay structure from the date of next increment in 2006 which may be on or after 01.01.2006. The revised option will entail you the pay of 6500 in the pre-revised scale as on the date of increment falling in 2006. You will, however, have to forego the arrears of pay received earlier for the period between 01.01.2006 and the date of increment/fixation in the revised pay structure. http://www.finmin.nic.in/the_ministr...008_050710.pdf
Dear Friend, Please refer back to the OM of 24th/27th Nov 2008 (copy not available with me) and ensure if (i) the pre-revised scale of the post has been revised upwards to 6500-10500 or (ii) the grade pay of the post in the revised pay structure has been upgraded to 4600 corresponding to the pre-revised scale of 6500-10500. Both are different. In case of (ii) the action of your department may be correct. But I can not give my opinion in the absence of complete data.
Hello Sir , Good evening, with due respect I request to solve my problem regarding fixation of Pay because on the objection of P&Accounts Unit my department recovered Rs.25000/- from my salary. Sir I am working as Junior Hindi Translator and on 1.1.2006 I draw Rs.5500/- in the pre-revised pay scale of Rs.4500-7000. As per recommendations of six central pay commission the Govt.vide OM No.1/1/2008-IC dated 24th November, 2008 and 27th November, 2008 upgraded the pay scale of Jr.Hindi Translator to Rs.6500-10500 from 1.1.2006. My department Bank NotePress, Dewas (MP) (Ministry of finance, Deptt. of Econ.Affairs) implemented the above pay scale and in the revised pay scale I have been placed as under : Old Pay scale 4500-7000 , On 1-1-2006 Basic Pay Rs.5500/- On 1.1.2006 the Pay scale of Jr.Hindi Translator has Upgraded to Rs.6500-10500. On the objection of P&Accounts my department refix my case as follows : old Pay scale 4500-7000 is basic pay 5500x1.86= 10230+Rs.4200/- Grade pay in PB-2 has been fixed w.e.f. 1.1.12006. In view of the position explained above, I have not given the benefit of Upgraded the pay scale of 6500-10500 w.e.f. 1.1.2006. My fixation should be fixed at Minimum pay 6500/- of pre-revised scale of Rs.6500-10500 on 1.1.2006 and 6500x1.86=12090 +4600/- Grade pay in the revised scale Rs.9300-34800 in PB-2. Please guide me whether the fixation done by My department is correct.
