    Dear Friend,

    I am sorry to disappoint you through my views which may not be to your liking. Your expectations are quite normal and genuine. But the rules do not favour your expectations.

    S. No. II (1) of Section II, under PART-B of the First Schedule to the CCS (RP) Rules, 2008, inter alia, upgraded the pre-revised scale of 5000-8000 of the posts of Assistants/Steno Gr.II to 6500-10500. Even otherwise, all posts carrying the pre-revised scale of 5000-8000 stand upgraded to 6500-10500 by a general provision. This upgradation envisages grant of grade pay of 4200 to the pre-revised scale of 5000-8000 on switch over to revised pay structure. Exercise of option to switch over to the revised pay structure from the date of next increment would be beneficial to those employees drawing pay much less than 6500 in the pre-revised scale of 5000-8000. The upgraded scale of 6500-10500 in the pre-revised pay structure is conferred on 01.01.2006, only if the employee opts to continue in the pre-revised pay structure on this date. This aspect is clear to you on your own admissions.

    So far as the OM dated 13.11.2009 is concerned, the grade pay of 4600 was granted from 01.01.2006 only to those whose pre-revised scale (before implementation of the recommendations of SCPC) was 6500-10500 and NOT TO THOSE whose pre-revised scales were upgraded to 6500-10500 by SCPC.

    Kindly refer to your query on Grade pay of Steno Gr.C.
    In our department (Customs and Central Excise), the cadre of Inspectors (carryinng Grade pay of Rs.4600) has two feeder cadres, namely, Tax Assistants and Stenographers. It may be appreciated that a promoted cadre and feeder cadre may not have same Grade pay. Nor can Grade pay of Inspectors be increased to Rs4800/-.

    Viewed in light of above, in our department, there may be justification in denying Rs.4600/- grade pay to Stenograpers Gr.C. But I am not sure as to whether this analogy is applicable to your department/cadre.
