    1. Dear vineet Sir,
    On further upgradation of your pay scale to Rs.8000/-, you will not get any extra increment as it is admissible only on promotion or on ACP and not on upgradation of pay scale. It will be fixed at the minimum in revised pay band corresponding to 8000 scale.
    Non functional simply means that grant of higher pay scale/Grade Pay without giving higher responsibilities related to higher post. It means you will continue to work as ACP or which ever post you are holding but will get all the benefit attached to higher grade pay of Rs.5400/- like LTC, Tour allowances etc. If at the time of giving non functional PB-3, your pay will be less then the minimum of PB-3, minimum of PB-3 will be given to you.

    Sincere thanks Sir for what ever u said. But I am only doing what I am enjoying. It is also a fact that I have a fun in correct interpretation of rules and I have been doing it in my leisure hours since my joining in Govt. office. I feel good when some one get any benefit due to my suggetions.

    As regards your query i still feel your pay should be fixed at 18750 which is the minimum pay corresponding to prerevised pay scale of 7500/- since it is the only way of removing various anamoly. Stepping up of pay in upgradation cases may not be a solution. Whenever your pay scale be further upgraded, it will again fix atleast at the minimum pay corresponding to pre revised scale of Rs.8000/-. This is not an airy calculation but based on various factors governing rules. These presunptions based on study of all pay scales and their fitment tables and also available litereture of Swamys Publication after 5th pay commission. I have4 also sought a clarification from DoP&T and as soon as I will receive any athentic info whether positive or negative I will inform you.
