    Dear Shanthiji,
    I am fine and thank you for writing to me. Regarding missing employee, following procedure is prescribed:

    1. First of all F.I.R. to be lodged with the Police. All benefits are based on the date of F.I.R.
    2. According to Government of India, Department of P & P.W., O.M. No. 1/17/86-P. & P.W., dated 29th August 1986 it has been decided by the Government that,
    i) when an employee disappears leaving his family, the family can be paid in the first instance the amount of salary due, leave encashment due and the amount of GPF having regard to the nomination made by the employee,
    ii) after the elapse of a period of one year, other benefits like retirement or death gratuity/family pension may also be granted to the family subject to the fulfillment of conditions prescribed in the succeeding paragraphs.
    3. The above benefits may be sanctioned by the Administrative Ministry/Department after observing the following formalities:
    a) The family must lodge a report with the concerned Police Station and obtain a report that the employee has not been traced after all efforts had been made by the Police.
    b) An Indemnity Bond should be taken from the nominee/dependants of the employee that all payments will be adjusted against the payments due to the employee in case he appears on the scene and makes any claim.
    4. The Head of Office will assess all Govt. dues outstanding against the Govt. servant and affect their recovery in accordance with Rule 71 of CCS (Pension) Rules 1972.
    5. The Family can apply to the Head of the Office of the Govt. servant for grant of family pension and death/retirement gratuity, after one year from the date of disappearance of the Govt. servant in accordance with the prescribed procedure for sanction of family pension and DCRG. In case the disbursement of DCRG is not effected within 3 months of the date of application, the interest shall be paid at the rates applicable and responsibility for the delay fixed.
    6. As per Dept. of P.& P.W.,O.M. No. 1(17)-P. & P.W./86-E dated 18.02.1993, the family pension will continue to be sanctioned and paid one year after the date of lodging the FIR, will accrue from the date of lodging the FIR or expiry of leave of the employee who has disappeared, whichever is later. This means, the family pension will be authorized after one year from the date of filing FIR but due from the date of FIR.
    7. As per Dept. of P. & P. W., O. M. No. 1/17/86-P. & P. W. (C) dated 25.01.1991, Death Gratuity will also be payable to the families, but not exceeding the amount which would have been payable as retirement gratuity if the person had retired. The difference between retirement gratuity and death gratuity shall be, subsequently, payable after the death is conclusively established or on the expiry of seven years period from the date of missing.
    8. CGEGIS: The accumulation in the Savings Fund will be payable to the nominees/heirs after lapse of a period of one year following the month of disappearance. The insurance cover will be paid after expiry of 7 years following the month of disappearance, on production of a proper and indisputable proof of death or a Decree of the Court presuming the employee to be dead as laid down in Section 108 of Indian Evidence Act.

    Dear Acharyaji,

    Trust you are fine. One of my colleague, Gp D employee is missing for last three years. His wife has not got any financial support from the official side. According to rules my Commandant has asked to wait for seven years for the court order. Can you please tell me what are the financial benefits the family has to get. The missing employee has got his wife and two sons. The family is really suffering.

    Dear Acharyaji,

    Thank you so much for clearing my doubt. I am working in a military office where we got only 4-5 civilians and most of the notifications are not received by this office, hence facing lot of problem. So we have to fight for each and every rights we get.

    Dear Shanthiji,
    Regarding Family Planning Allowance, if you have given 1st ACP retrospectively from 1999 then you are eligible for Rs.400/- p.m. You may represent to your department in this regard.

    The MACP has been introduced with effect from 01.09.2008, and effective from that date only. Though you have completed 20 years of service during 2007, the 2nd MACP is due from 01.09.2008 only.

    Dear Smt. Shanthiji,

    Thank you for writing. In case you were in the pay scale of Rs.5000-150-8000 at the time of sterlization, i.e. on 30.04.2001, then you will definetely eligible for Family Planning Allowance of Rs.400/- p.m. w.e.f. 01.09.2008 as per Ministry of Finance OM. F. No. 7(20)/2008-E.III(A) dated 24.09.2008. In case you pay scale was Rs.4000-100-6000 or below, then the Family Planning allowance granted at Rs.210/- by your department is correct.

    thanq 4ur reply. due to fag end of the financial year i am very busy in my office work. i have two daughters. elder one studying b.tech. (ece) final year in yanam. younger one is studying b.tech. (ece) second year in kariakal. my life partner is an house wife. all my childhood and studies and job is in yanam itself except break of one year apprentice training in pondicherry. and 5 months initial appointment as l.d.c. in pondicherry. i think u will get transfers in your job throught india. convey my regards to ur husband and blessings to ur children. see u soon in visitor message. bye.

    Thank u for your message. Hope you are fine. You have explained nicely about your place in your message. Basically I am from Tamil Nadu. I was born at Bangalore. My native place is Nilgiris (Ooty). Did my schooling, College in Coonoor and got recruited in Staff College, Wellington as Stenographer. After my marriage I shifted to Pune for our settlement. My husband is retired from Defence after putting his 18 years service and presently doing business (netmarketing). I am working in Command Military Dental Centre, Pune as PA to Maj Gen. Got one daugther (11 yrs) and son (8 yrs). As per your message I am aware of Pondicherry, Karaikal, and Kerala. Once again thanks for your valuable time in sending the message.

    good day to u. received ur new year wishes. thanq very much. today only i saw ur message in ur profile after a long break. my name is 'venkata krishna rao' & surname is 'akula'. i am residing and doing job in Yanam situated in 'andhra pradesh' and it belongs to 'union territory of puducherry'. all ministrial employees in ut of puducherry are doing strike to fulfil our demands like promotions and implementation of upgraded revised pay scales from past 12 days. i think u know about puducherry (pondicherry). it is situated in tamilnadu & about 165 kms down to chennai. all its administration is under the control of center at delhi. three places belongs to ut of puducherry are (1) 'karaikal' situated in tamilnadu, (2) 'mahe' situated in kerala, and (3) 'yanam' situated in andhra pradesh. if u want to know about yanam go to google search engine and type yanam. u will get full information from yanam web prepared by nic (national informatic centre).
