    Dear Praveen Kumar,

    Further to my suggestion with respect to the option to be exercised afresh, I wish to clarify that your pay as on 01.01.2006 will be refixed at 6500 being the minimum in the upgraded scale of pay of 6500-10500 in the old pay structure. The pay in the revised pay structure with reference to the fitment table corresponding to the pre-revised scale of 6500-10500 shall be fixed (12470 + 4600) from the date of your next increment in 2006 after adding the increment in the pre-revised scale. You will not be eligible for the arrears of pay for the interim period between 01.01.2006 and the date of increment in 2006.

    Hope you get my point.

    Dear Friend,

    There is no doubt that your pre-revised pay scale of 4500-7000 has been upgraded and revised to 6500-10500 corresponding to the grade pay of 4600 w.e.f. 01.01.2006. The link to the order dated 13.11.2009 that confers the grade pay of 4600 to the pre-revised scale of 6500 is given below which inter alia states that the pay in the upgraded scale will be fixed again in accordance with illustration 4A annexed to CCS (RP) Rules, 2008.

    According to these orders the pay fixation in the scale of 6500 as on 01.01.2006 will be based on ‘fitment table’ attached to the OM dated 30.08.2008 corresponding to the pre-revised scale of 4500-7000. The grade pay will, however, be 4600 on 01.01.2006.

    If you opt to elect the revised pay structure from 01.01.2006, the above basis of fixation of pay is in order and you will, no doubt, be at loss.

    Instead of breaking your head by peeping in to the intricacies of the unfamiliar rules and orders, I will suggest you to take advantage of the recent order dated 05.07.2010 (link below) by which you may re-exercise your option to switch over to the revised pay structure from the date of next increment in 2006 which may be on or after 01.01.2006. The revised option will entail you the pay of 6500 in the pre-revised scale as on the date of increment falling in 2006. You will, however, have to forego the arrears of pay received earlier for the period between 01.01.2006 and the date of increment/fixation in the revised pay structure.

    Sub: Revised pay scales for Official Language posts in various subordinate offices of the Central Government.

    Consequent upon the implementation of the recommendations of Sixth Central Pay
    Commission, this Department has received queries from many Ministry/ Departments regarding the revised pay structure applicable in the case of Official Language posts existing in subordinate offices of the Central Government. In this connection, it is clarified that in accordance with the recommendations of the Sixth Central Pay Commission as accepted by the Government, similarly designated posts existing outside the Central Secretariat Official Language Service (CSOLS) cadre in various subordinate offices of the Central Government have been granted the same pay scales as those granted to CSOLS. The Government has notified has notified the following revised pay structure for the Official language cadre belonging to CSOLS :-

    Dear Friend,

    Please refer back to the OM of 24th/27th Nov 2008 (copy not available with me) and ensure if (i) the pre-revised scale of the post has been revised upwards to 6500-10500 or (ii) the grade pay of the post in the revised pay structure has been upgraded to 4600 corresponding to the pre-revised scale of 6500-10500. Both are different. In case of (ii) the action of your department may be correct. But I can not give my opinion in the absence of complete data.
