Earned leave abolished for teachers

Central govt vide notification on 01.12.2009 has abolishjed EL entitlements for vacational staff including teachers whereas pay commission originally had recommended restoration of HPL along with EL. The baus have definitely shown their true intent of denying legitimate dues to the teachers.

Dear Friend,

The Leave rules deny EL only to those who avail full vacation. When vacation is availed partially, EL is allowed in such proportion of 30 days per year. Normal rate of EL is admissible to those who do not avail vacation.

Sixth pay commission had recommended introduction of 20 days half pay leave to teachers and that was accepted by government. But when amendments to Leave Rules are published, 10 daysí Earned Leave already existing (in addition to the Earned Leave given for those who does not avail full vacation) is seen abolished. There is no justification.

Sir can any moron in central govt pay commission implementation cell see that by abolishing EL for teachers, they have removed any concept of full paid leave due to any exigencies or emergency. Do they want teachers to submit fake medical certificates to commute THESE half pay leaves or undergo deduction in pay?

I must add that this single provision shows the attitude of government towards teachers and education at school level.

sir, in such notification no comment on the EL abolishing for teachers. abolishing of EL for vacational staff is already mentioned in leave rule 28. it is misinterpretation to abolish the EL of teachers.

A special provision in rule 28 for teachers Principals etc. other than vacational staff for 10 EL per year which is not omitted in any notification or in any circular. so no wory about removal of EL. It need to be represent to the senior officials to kindly not interprete the notifications or rules wrongly.
