Sir,
If a Govt. servant having GP of 4800/4200 travels by Private Airlines while on tour or LTC, whether his claims will be regulated as per his entitlement (AC-2 or 3 as the case may be) ? Our PAO is not passing any bill for want of clarifications.

No tour or LTC claim will be allowed if the employee travels by private airlines. Even though the entitled amount is restricted to 2AC / 3 Tier AC only, if the employee travels by private airlines, then the entire claim will be rejected. for further clarification please mail to: [email protected]

Dear friend
Your contention is right but the same problem exists at every Accounts office due to want of any clarification from MoF in this regard. Circular issued in this regard does not clarify as to how this will deal the cases where non entitled officer travel by air. It is unfortunate that they are not passing bill of private airlines for those who are not entitled for air travel. It is also surprising that none of the department has still send it to DoP&T for clarification. Reason is simple since no officer is involved in it.

The intention of GOI is that officials ( entitled or non entitled) should use Air india only when GOI is paying from its fund ( LTC or tour).
order came in July, after that there is no point in travelling by Pvt airlines.

the order is very specific, when GOI bears cost of Air passage, it has to be Air India only.

I too concur with haringp. I will suggest members not to take a chance by travelling in private airlines. Clarification may be on its way. In genuine cases of deviation due to non availability of AI flights from nearest hub point, sanction of ministry of civil aviation can be obtained. http://civilaviation.nic.in you can get contact details.
