Hello,

Think about the following and give ur comments and if possible fight for this with ur concerned depts./ministrys

1) Notification dated 29th August, 2008 - Page 44 - Part - B under heading revised pay scales for certain common categories of staff -
Section I para (ii) there is one line - specific recommendations about some categories of these posts made by the pay commission :::::

In Page No. 45 :: under II under heading office staff working organizations outside the secretariat (1) it is seen that Head clerk/assistans//Steno Gr.II/ equivalent has been given revised pay scale[B] of Rs.6500 - 10500
:::::::; what I mean from this is that a steno Gr.II should get his payt fixed as on 1.1.2006 at 6500 scale ie., 6500 x 1.86 : 12090 + 4200 GP : 16290 :::: is it true what is ur opinion :::

REMEMBER : NOW OM DATED 13 NOV.09 HAS GIVEN GP OF 4600 TO 6500 PAY SCALES : HENCE, I THINK ONE SHOULD GET 6500 x 1.86 : 12090 + 4200 :: 16690

2) OM dated 13th Nov. 2009 granting 4600 gp to pre-revised scale 6500 w.e.f.1.1.06. :::

In para 2 of above, it is again written as "the above recommendations of the VI CPC were notified vie para (ii) etc... While Part B of the First Schedule to the CCS (RP) Rules relates to revised pay scales for common categories of staff etc.. ::::: WhAT I MEAN IS THAT YES, THE GOVT. HAS GIVEN REVISED PAY SCALES TO COMMON CATEGORIES W.E.F. 1.1.2006 IE., 6500 PRE-REVISED SCALES :::: AGAIN THEY SAID IT IN THIER OM DATED 13.11.2009 HENCE WE SHOULD FIGHT FOR THIS

3) OM DATED 16TH NOV.2009 granting 4600 gp to Assistants and personal assistants in CSS etc.. :::

In para 4, it is stated that " while considering the case of granting upgraded grade pay of Rs.4600 to Assistans and PAs " (same as Grade II in field offices - this is my comment),"it is noted that Sixth pay commission had recommended parity in terms of hierarchical structure of office staff in field and secretariat offices upto the level of assitants and this recommendation had been accepted by the Govt. However, one of the reasons due to which assistants of CSS are being granted grade pay of 4600 is the fact that there is an element of direct recruitment to this post and that too, through an All India comp.. exam. With the issue of this deprt's OM dated 13th Nov.09, the grade pay of 4600 has already been introduced in the case of office staff in field officers AS far as CSS is concerned, in order to continue to maintain parity between filed and CSS the etc..... is necessary"

IN THE ABOVE, IT IS STATED THAT 4600 GP HAS BEEN GIVEN TO FIELD OFFICES. pl. read OM 13th nov.09 : IN THAT IT IS STATED THAT REVISED PAY SCALES HAVE BEEN GIVEN TO COMMON CATEGORIES. pl. read NOTIFN (1) ABOVE, IN THAT REVISED PAY SCALE HAS BEEN GIVEN BY THE GOVT.

WHAT HAD HAPPEND IS THAT AT THE IMPLEMENTATION STAGE, THE ACCOUNTS PEOPLE LIKE PAO'S ETC. NOT ACCEPTING THE FACT THAT GR.II HAVE BEEN GIVEN REVISED PAY SCALES OF 6500. BUT THE IMP. CELL, REPEATEDLY IN THEIR OMS DATED 13TH AND 16TH CONFIRMING THAT WE HAVE GIVEN 6500. SO I CONCLUDE THAT GR.II STENO SHOULD GET 6500 PRE-REVISED SCALE W.E.F. 1.1.2006 WITH GRADE PAY 4600 ::::: WHAT IS UR VIEWS.

PL SEE ABOVE. FROM THIS ALSO WE CAN CONFIRM THAT STENO GR.II COMMON CATEGORIES HAVE GIVEN 6500 PRE-REVISED SCALE W.E.F.1.1.2006. IN THEIR CASE, IE., CSS, THEY WANT TO MAINTAIN PARITY. THEN WHAT ABOT FIELD OFFICES. ARE WE NOT INDIA GOVT. SERVANTS. SO WE SHOULD FIGHT FOR THIS AND GET THIS.

Though the 6CPC has stated that there is no difference in the Stenos, whether they are in CSS or subordinate office, the babus and their bosses sitting in the Fin Ministry want to show their upper hand. Hence, this step-mother treatment. There should be equal pay for equal work.

Dear Liji,

You have done a commendable work, I think the assumption made by is right but you know DOP&T and Finmin eager to give bread to CSS people only.
Also as per the reasons given by them for granting the GP 4600/- to CSS & sister department that they are recruited through all india exam. Here, my question is that whether this benefit will be given only to those ASSTT/PA's who joins services only after qualifying the Examinations. Or the departmental promotees will also get this benefit, if yes, then this reason is automatically fails in this case this benefit should also be given to all field offices Staff simultaneously.

reg. order dt.13/11/09, the date as on 1.1.06, you are right Steno Gr.II have been merged with 6500-10500, hence, they should also be given this benefit because as on 1.1.06 they have been clubbed with old people of 6500-10500, in this connection DOP&T should have issued some clarification.

One more point is that even in the OM granting Rs.4600 to Assts. and Stenographers in CSSS mentions that parity exists between Central Secretariat and field offices. Pay scales of Stenographer Gr.II in the field offices and Stenographers Gr.C in CSSS cadre were one and the same before IV Pay Commission. It was only after IV Pay Commission, pay scale of Gr.C Stenographers along with Assistants was upgraded. It was further upgraded in Sept., 2006 to Rs.6500-10500. In the judgement given by the Pr. Bench of CAT in OA 161/2009 this has been emphasised. Stenographers working in the SSC, CBI, CAT, Delhi High Court are getting the benefit of Rs.6500-10500. If this is highlighted in CAT, we are sure to get the orders.

Yes u are right. During 2004 all GR.II equivalent stenographers in CSSS had been granted 6500 scale. Hence we have to strongly take up this matter with the anomaly committee

It is not during 2004 but it is in Sept., 2006 i.e. after the date of implementation of Revised Pay Rules 2008

Look Gentlemen, The 6 P.C. and the Om referred above has revised the pay of Stenographer II and Assistants from 5000-8000 to 6500-10500 within 5 PC scales itself. However, consequent upon merging of 5000, 5500 and 6500 all those in the three above scales would be placed in Grade Pay of 4200. Through its recent order of granting 4600 Grade Pay for those whose pre-revised scale was 6500-10500 the government has uplifted the 6500 so called Gazetted guys to 4600. This order will not be applicable to
Stenographers II, and Assistants who were in 5000-8000 and have got the revised scale of 6500-10500 in 6 PC before placing them in 4200 GRADE PAY. The 13th October 2008, vide para 3, with clear example, insists that in case of upgradations of 6 P.C. the fitment table correasponding to the pre-revised scale should be used for fixation and not the revised scale, meaning that the the fixation for those posts who have been granted 6500-10500 revised scale (pre-revised scale 5000-8000) will be fixed directly from their basic and GP etc. in 5000-8000 with 1.86 factor in the PB-2. This act deprives them from the benefit that they would have got had they been placed in the revised scale of 6500-10500 and then placed in PB2. This sort of fixation is applicable to even those posts which have been upgraded to 7450 from 6500. The staff side has represented this anamoly to the anamoly committee and the Government in its meeting has communicated to re-considered this demand of staff side to provide for fixation of those posts which have been given revised scales in the revised scales and then revise their scales inthe 6 P.C. scales. Till then we will have to wait. The financial benefit in individual cases, especially to the new recruits (diffrential benefits) would be sumptuous in case the government agrees to this. But the Goverment has to agree to it, as it has accepted the parity recommended by the 6 P.C. In fact, it is the Government which required the 6 P.C. to recommend the parity in the possible areas through its reference note. Giving parity, and not accepting the parity in pay scales it is unjust.

Similarly, while recommending the parity, the 6 P.C. has also recommended the merger of the posts of Assistants with that of Stenographer II and stop the recruitment of Stenographers which the 6 PC feels redundant after the usage of computers and both the posts Assistants and Stenograper II as well as U.D.c and Stenographer III should be in a position to perform each other's function, as the Stenographers at various levels, in many field offices are performing the functions of UDC, Assistants even more than that as a versatile personality and master of all, already. If the Government issues orders to this effect, it will certainly give booster to the most efficient, knowledgeable, versatile, ambitious, but unfortunate, and stagnated lot of Stenographers, as it will open up many promotional avenues to them at par with other clerical babus. We will have to wait and see. There should also be a forum of Stenographers to discuss these issues by the stenographers.
