I am working with ag office (part of ia&ad) as sr accountant and upgraded in 6500-10500 scale (originally scale pertains to section officer) under financial upgradation scheme before 31.12.2005 as this the only available higher scale in my department. Now the scale of section officer has been upgarded to 7500-12000 (by merging the scales of 6500-10500 and 7450-12000 with 7500-12000 ) with grade pay of 4800. Which will be my grade pay after 1.1.2006 please give reasons also for the reply for my understanding. Thanking you.:)

Dear Mr Shah

Your pay will be fixed on 01-01-2006 in the pay band PB-2 with grade pay 4200. Refer to the clarification 6 (i) of the clarification issued by the government. Although pay scales of SOs have been up-graded in the pre-revised scales this 'benefit' is not applicable to SAs granted ACP. Also if you are granted a higher grade pay on grant of ACP it will most probably be 4600 as per the new ACP scheme for which refer to the Government notification on the ACP scheme.
For a thorough understanding visit http://civilaccounts.blogspot.com/ where fixation examples with clear explanations are given especially for employees of accounts cadre.

By notification I meant the resolution dated 29th August. Refer to page 46 para iii under ACP scheme. It clearly states that on grant of ACP fixation will be in the grade pay next higher in the hierarchy of grade pay and not the hierarchy of grade pays in the cadre. In the accounts setup senior accountants are given the grade pay 4200 and JAO is being given the grade pay of 4800 with the grade pay of 4600 being empty. So on ACP you will get promoted to the next higher grade pay of 4600 and not 4800 even though 4600 does not appear in the heirarchy of grade pays of the accounts setup.
Para 6 i of clarification states suitability not to be checked in case of merged/upgraded scales. Note that scale of senior accountants has been merged (not upgraded) in 6500 scale and you are getting 4200 grade pay as a result of that.
