Dear Forum Members,

Please share you views on following query:

(1) I am working in a Industrial organisation. There are several workers working on a Mazdoor post in the following Pay Scale.
1. 2610-60-3150-65-3540-70-3680.
2. 2650-65-3300-70-4000-75-4150.
3. 2750-70-3800-75-4625.

Department fixed their pay in the Grade pay Rs.1800 (5200-20200) directly. When we object it that they should be fixed in -1s pay band as per fitment table. Department reply that these workers not in Groud D category and they are industrial workers therefore minimum qulification (10th class pass) & training not required for them.

Is the department does right fixation or any other rules for them?

Please advise?

Respected Member,
As per Para XIX of Section IIof Part B of First Schedule of Gazzette notification dated 29-8-2008 the pre revised scale in respect of unskilled and semiskilled workers have been upgaded to Rs.2750-4400 and corresponding PB-1 granted which is now Group C. The requirement of training is for Group D employees who do not possess the minimum qualification and not for Group C employees. Hence Training need not be given to unskilled and semi skilled employees. However if they are willing they can join the training programme if any conducted for other group D staff. It has been clearly stated in the heading that the revised pay band (-1s) mentioned in section I of Part A shall not be applicable for those categories for whom revised pay bands have been notified separately.
